Setup TFLint in GitHub Actions Workflow

Create a workflow to setup TFLint to check if the current Terraform config is valid or not. Example workflow can be found here

Setup GitHub Action to apply the Terraform config

Use GitHub Action to apply the terraform config

1. This should only happen on merges to master branch
2. A workflow_dispatch could be added in case there's a failure (due to any reason) and we need to rerun the job

note: required env variables will be added by repo maintainers

Setup GitHub actions to plan/apply terraform config

Use GitHub Actions to do the following:

1. CI/testing (equivalent to terraform plan) on each non-master commit
2. Deployment (terraform apply) on each master commit/push

Required environment variables will be set as GitHub Actions secrets by repository owners when merging the PR for this.
