ovirt-openvswitch requiring packages in pre-transaction section cause build failures for oVirt Node on CBS

Building oVirt Node in CBS fails with:

While building the image from scratch, the image starts empty so the requiested packages at pre-transaction are not available and can't be available before the transaction starts. Is it possible to move this to %pre instead of using %pretrans ?

Broken `%pre` script on new installation

On a clean CentOS Stream 9 system, installing ovirt-engine from ovirt-4.5.4 shows:

which is a symptom of a broken %pre script assuming the service is already there and loaded into systemd which is not the case on a fresh installation.
