All appear to be .json static assets; should be similar to other Static APIs.
Add internal queue to mitigate rate limit concerns

Add caching to prevent unnecessary network calls for static assets
Allow multiple instances of IRiotClients per region
Most of Riot's API limits are per-region; it would be nice to be able to get a unique instance per environment.
Would require:
- base url "transforms"
- RiotClientFactory that gives or builds a new RiotClient per region
