Sorry, this is another documentation deficiency. In GitHub, you need to configure the GitHub App to use https://<your-policy-bot-url>/api/github/hook as the "Webhook URL". The 404 is because the root path / only supports GET requests, not POST requests.
I'll update the documentation to make sure this path is mentioned, since it's hard to discover otherwise.

Thanks for such quick support! I'll test this when I get in tomorrow. I assume Bulldozer is setup a similar way? If so, I'll submit a PR to that repo to update it's documentation as thanks for the help
