Fix uvloop requirement

For uvloop requirements, it should be:

- uvloop>=0.16; sys_platform != 'nt'
+ uvloop>=0.16; sys_platform != 'win32'

After @FasterSpeeding pointed it out to me today. I unfortunately cant open a pull request to fix it atm, but I am so sorry for the confusion and any projects that built over this one

Missing command handlers code comparison

Hi! When I read the README for the first time, I was surprised to not find any concise syntax examples to help compare between the different command handlers for Hikari that exist. I felt like this project's README would be the perfect place for that. So here's me suggesting this to be added. :)

Add filament slash commands

Filament (an extension for Lightbulb), has decorators that can be used to create slash commands. An example using that would be good.

Check over and update LB and Tanjun examples

Crescent was recently added (#9), which contains the newest implementation, but it's possible the others are a little outdated. Worth checking through to make sure. This issue is here as a reminder.
