Update Neteller API to use stronger DH Key

This is not a direct affect of api code, but the deployment.

Issue:

curl https://api.neteller.com  
curl: (35) error:141A318A:SSL routines:tls_process_ske_dhe:dh key too small

You have to update the size of your DH TLS Key for users of the latest version of debian. Otherwise a lot of clients will not be able to connect to your api, cause of the following changes in the default distribution of debian. Read here for more information: https://wiki.debian.org/ContinuousIntegration/TriagingTips/openssl-1.1.1

In order to get the connection working we had to downgrade our security level to 1 instead of 2 (SECLEVEL=1)
