Improve error message when Reaching Quota

When you already have reached your quota, aws-rotate-keys will fail to create a new access key.

We should rescue from Aws::IAM::Errors::LimitExceeded and either:

1. Tell the user to use the aws console to delete a key they don't use (easy)
2. Prompt the user with a list of keys and ask him to pick one to delete (harder)

chmod `.aws` 700 and `credentials*` 600

secrets should not be readable by others.
