send abort if bootstrap cannot copy over client-server-script

This is a little tricky in that client-server-script would have normally been the one doing the RB for client-server-start. Also, bootstrap has no code (currently) to actually call roadblock. That is not a big problem, it just means we need the same function in client-server-script that calls roadblock in bootstrap as well. I am willing to live with the duplicated code :)

Failures to copy files from controller should send an abort message with specific error

For example, a tool's rickshaw.json asks for a specific script to copy over, but this fails (maybe the script does not exist on the controller). Before the engine simply quits, it should attempt to send an abort signal at the next roadblock (client-server-collect-sysinfo)
