Add new config option for cache policy

Need to remove message IDs from cache after certain cache size or duration.

Add new config option for override users to ignore rules

Require a net value (upvote + downvote) greater than threshold to pin.

Like native pinning. e.g.

Similarly we can do something like:
@peterthehan's message was pinned to #channelnamehere.

Add feature for override users to see vote counts when policy is private/hidden

Add config option to separate threshold overriding into its own emoji

Allows for threshold override users to participate using the regular emoji like everyone else and wield overriding as a nuclear option.
