We've decided on:

Filter body_class to do the following

We've decided to filter body_class to strip .php:

And remove all WordPress defaults: Priority 8

Filter: Gallery shortcode

Each image should match the caption code but with a variant to indicate it's the gallary

Need to add theme support for HTML TIDY

The most logical way to enable filters we are going to add for tidying up HTML would be to allow the theme to add the following code:

add_theme_support( 'html-tidy' );

Filter comment_class to only include the following

comment-list

And at least:
comment, bypostauthor, alt, thread-alt as appropriate.

Filter body class: add .list & .singular

Extract the following conditional logic from html tidy into functions.php

// index.php, archive.php and search.php are all lists of posts
// and can use the same class for all
if ( is_home() OR is_archive() OR is_search() ) {
    $classes[] = 'list';
}

// single.php, page.php and 404.php are all the single pages and
// can use the same class
if ( is_singular() OR is_404() ) {
