I'm not sure if this is a new problem from v2.1.3 or a bug on Google's server side - there shouldn't be any code change around this, and if I immediately resubmit the call it succeeds, so it's certainly not "unauthorised".
The attached hotfix just treats the error the same as too many calls in a short space of time (using exponential backoff) - seems to do the trick.
