Make data storage gem installation based on configuration

Install either pg or elasticsearch depending on the app's configuration.

Have only one config file

For some reason I diverged into two config files while writing this: .env and config.yml. Not sure this makes much sense... Should stick to one config file.

The app needs to actually read the `.env` file

Right now the .env file is there just for storing environments variables but they're not being set from the app. You need to call the app with the variables from the command line, e.g.:

ELASTICSEARCH_URL="localhost:9200" rake update_gems

Since I'm deploying to Heroku it works there by setting the variables manually.
