Update babel to @babel/core@latest

Currently we use babel-core dependency. Update with @babel-core

Implement reasonable GET, DELETE, PATCH methods

GET: fetch content of script
PATCH: update content of script?
DELETE: remove script?

Refactor argument params

Store this as array of object like '-c param1'
