add github:release task
- leverage the GiHub API to create a release and upload
releases/*.loomlib - look for a personal API token in an environment variable; if not found prompt user.
API_TOKEN=$(cat ~/.github_api_token); rake github:release
- use the current lib version for the tag:
"v#{lib_version}" - assume the tag points to master/HEAD
- pull release notes from
releases/notes.md; leave blank if not found.
