Validation failed on NSG name

Sorry I'm new to templating so can't provide any insights, is this something that can be resolved? Error occurs both in VS Code with the ARM extension, and while trying to deploy via PS / Azure GUI

Template validation failed: The template resource '[concat(parameters('subnetConfig')[copyIndex('nsg')].name, '-nsg')]' at line '63' and column '9' is not valid: The template function 'copyIndex' is not expected at this location.
