Some keyframes are deleted

Hello,

Thank you for this script, I tried it, it works fine most of the time, but 
sometimes keyframes are deleted.

I give you a way to reproduce the problem, duration change appears maybe a bit 
extreme, but we got the issue on a smaller duration change.

What steps will reproduce the problem?
1. Set the FLA frame rate to 100.
2. Add a keyframe on frame 1 with a MovieClip.
3. Start a tween here (the classic tween of Flash CS3), and add another 
keyframe at frame 100, to end the tween.
4. Add another keyframe at frame 101 and delete its content, by selecting the 
frame and pressing "delete" key.
5. Use your script and select the destination frame rate : 10.

What is the expected output? What do you see instead?
The expected output is a tween duration of approximately 10 frames, with 2 
keyframes in the tween, and one empty keyframe after the tween.

But what we get is a broken tween cause the second keyframe is replaced by the 
empty keyframe.

I think this issue can be resolved by checking, when moving a frame, that it 
doesn't replace an existing frame. Of course, it adds some little duration 
issues, but they can be resolved manually, if necessary. The worst issue is to 
loose keyframes.
