the content of Resource Groups forgot introduce the maxRunning parameter

HI,
this article ๏ผŒhttps://prestodb.io/docs/0.186/admin/resource-groups.html introduces the resource groups about Presto. But,did the writer forget to introduce the maxRunning parameter?

I test the resource groups, and find if i did not set the the maxRunning Parameter in
resource_groups.json ,the query will alway in Queued Queries. when I set the value to 2, the query will in Running queries. I think the value is 0 default.

In addition,the writer says hardConcurrencyLimit (required) meaning of maximum number of running queries. I this it does not work. May be it should be the maxRunning.

Use docusaurus to add a blog

I talked with @ggreg about this and it seems like we can pretty easily use Docusaurus to add a blog and integrate it into the existing web site since it outputs static HTML and there are no unfortunate conflicts between the Docusaurus output and the existing site code.

I test out his branch #21 with symlinks to the Docusarus output and this seems pretty promising. The only trick will be documentation and getting the style to match the existing site.
