Reconsider entire library

Cosmopolite has not yet proven its worth, and it might not be useful at all, but it has potential as a general wrapper for locale-dependent types (not just strings).

Introduce a `Polyglot` type

This needs to look something like,

case class Polyglot[+ValueType, LanguageType <: Language](value: ValueType)

where the LanguageType is an intersection or union of language types. It primarily needs an applicative-like interface.

Further thought needs to go into how to represent variants of a language, possibly using subtyping.
