FIrewall Error

I have setup WxtoImag Internet optons as per instructions. Run wxtoproxy but when trying to get Keplers using WxtoImg just keep getting Error message that it can't access www.celestrak.com and to check Firewall settings. I've looked and don't see what I have to do. Can you help me?

wxtoproxy fails to open

Installed wxtoproxy per directions, but when I double-click wxtoproxy, it fails to open. First time I did so windows defender threw an error, and I clicked "run anyway". Now when I double click it nothing happens at all, nothing visible in task manager either.
