I fixed it! It was a bad CMakeCache.txt in the build folder.

I quickly looked up the error and they say you're maybe missing C++ related components from Visual Studio 2019. While others mentioned about setting Cmake to PATH(environment variable). Yet I bet former most likely matters.

Probably on the Visual Studio's end. I assume you've missed something crucial at install stage, I advise you reinstalling Visual Studio 2019.
