updates can fail silently

Submitting an update a pubsub node configuration that includes values outside what the server allows can cause the update to fail silently:

For example, submit:

{ "config": { "max_items": { "value": "15" } } }

The update will return a 204 indicating success, but the value will be unchanged (assuming that the max_items max configurable value is set to 10 on the server).
