It seems that you've actually already discovered that this is a bug in the latest version of the twitter package: python-twitter-tools/twitter#65

I'm using a much older version of the twitter package (commit c7dd86d1ad) and it seems to work fine, so I haven't personally experienced this error myself. You can install a specific Git commit from GitHub using pip pretty easily. See http://stackoverflow.com/a/4837571 for details on how to do that.

Another thought (untested, but I'd put money on it working based on my recollection of urlparse) is that if you change line 132 of oauth.py from

return urlencode(query, safe='~').replace("+", "%20")

to

return urlencode(query).replace("+", "%20")

you'll probably be in good shape. All that's happening is that the extra kwarg safe='~' is triggering an error, so I'd recommend leaving it off.

I'm beginning to think that I need to take a stable snapshot of twitter, fork it, and recommend that folks install it from my own repository to cut down on these kinds of problems. Sorry for the troubles.
