With my initial review I believe this is the same root cause as #789, which a fix is identified but under testing.

If you can provide a tree graph of the git repo that would be best. Make sure to include the 1 commit before the 0.3.0-rc.1.

Likely in over the next month, I haven't quite completed the changelog testing overhaul that is the predecessor to ensuring this functionality is complete
