Decide whether to change probability rates (now) to probabilities

At the moment, most of the random choices we are carrying out are being decided on every time step. Hence, the amounts being inputted in the config.ini file must be understood as reaction rates. We could change this to overall probabilities by "flipping the coin" right at the constructor of the agents, and not at each simulation step. This would be more intuitive for the user (likely) and also less computationally expensive.
