Migrate from mimicking behavior to actually using Cargo binaries

Due to the numerous issues with trying to mimic Cargo behavior:

• Cargo-specific SemVer queries (slightly different than Node's)
• Lack of features as they are added to Cargo
• Inconsistencies in dependency resolution behavior
• General duplication of code between this repository and Cargo
  this project should convert to using prebuilt binaries that are simply downloaded or checked in to use as part of the repository_rules. This is consistent with what the python scripts were doing anyway by checking in prebuilt pars but with an increase in complexity due to multi-platform prebuilt checkins.

Action Required: Fix Renovate Configuration
