Restructure github actions

Follow qupath gist:

• General jpackage workflow that builds jars
• Draft release action that uses jpackage action
• Action that pushes to maven on tag?

Template fails to build javadocs

Steps to reproduce:

1. Generate repo from template
2. run ./gradlew build

Result:

> Task :compileGroovy
> Task :processResources
> Task :classes
> Task :jar
> Task :javadoc FAILED
5 actionable tasks: 5 executed

FAILURE: Build failed with an exception.

* What went wrong:
Execution failed for task ':javadoc'.
> Javadoc generation failed. Generated Javadoc options file (useful for troubleshooting): '[...]/qupath-extension-test/build/tmp/javadoc/javadoc.options'

Small possibly useless extra tidbit provided by IntelliJ:

Cause: error=2, No such file or directory

...but I've tried looking at extra debug info to no avail

Template should use externalised strings

If we're considering this to be best practice, it should probably be the default in extensions

Can't compile extension

Describe the bug
Can't compile shadowJar extension. "The value of a manifest attribute must not be null (Key=Implementation-Version)."

To Reproduce
Steps to reproduce the behavior:
clone qupath5.0.0
clone qupath-extension-template in qupath directory
./gradlew shadowJar on qupath-extension-template

Expected behavior
Compile the extension
