This is typically done by applications. I am not convinced this should be a part of this cookbook but at least this fits the LWRP model well (they can use Bunny or HTTP API, the latter requires management plugin to be enabled).

I'm inclined to agreed with @michaelklishin here; we are leveraging our cookbook too set everything up and let your application leverage it.

@mlcooper it's an interesting thought, if you can get some more people be interested in it and maybe port portions of the LWRP from https://github.com/SimpleFinance/chef-rabbitmq#rabbitmq maybe we can revisit it.
