Broken Link to tar.gz in home page

Thanks for letting me know about this! It seems that github must have
stopped automatically creating tar files when you use a URL of the form I
did.

Fortunately, I was about to switch to a new website in any case, at
pqR-project.org. The old website should now show a link to the new one.

The "Release-..." branches in the repository contain the same thing as the
tar file for installation of that version. These are created from
development branches as described in MODS (or mods/README in a development
branch). Maybe I should make this clearer...
