Rule suggestion: use-controls

Hi, I was wondering if you've considered adding a rule to enforce the use of addon-controls. For my own use case, I'd love to enforce that the first CSF story in a file contains an args parameter (or even just any parameter, since it could be named anything or destructured immediately). Would you consider adding such a rule?

Hi, I had a bit of a tough time finding this repo, since it is not linked from https://www.npmjs.com/package/eslint-plugin-storybook. So this is just a friendly suggestion to add the proper fields to the package.json.

Just stumbled onto this repository while looking for eslint rules to help our team migrate our stories to the CSF format. Very glad to see someone else having the same idea. :)

I'd like to help out and add a second rule that triggers when @storybook/addon-knobs is used (since it is now deprecated) but I'm not sure how to get started. Could you help point me in the right direction as to how to work with this repository locally?
