Support for ubiquitous time declaration syntaxes

We need to support generally used scheduler time declaration syntax as follows:

  • every - Run the jobs every after duration.

  • cron - standard Cron syntax (with seconds support which isn't available in standard cron syntax).

  • first_in - Run the job once after duration or :immediately.

  • first_at - Run the job at specified time.

  • first - Run the job first time after specified duration.

  • last_in - Run the job last time after duration, after which it will be unscheduled.

  • last_at - Run the job after specified time, after which it will be unscheduled.

  • last - Run the job after duration

We're skipping in and at formats since they're being taken care of by enqueue_in and enqueue_at provided by exq itself.
