WebSockets translation system, that grabs mic input locally, transcribes it, and translates for use in a Neos VR tool.

The goal of this enhancement is to split the system into multiple components, to allow hosting the machine learning transcriber and translator separate from user's mic capture program.
This enhancement will need to be done for use with the (#2 - Multi user compatibility). Also it will be needed even in single user scenarios to prevent someone else than owner from ocupying translator user slot unathorised.
The system in the actual state is able to serve only single Neos user. It might be a good midea to change this for future use.
