"Missing config.txt"

I'm running

C:\Users\djxvi>java -jar C:\Users\djxvi\Desktop\mapshit\tool\MapConverter_0.17.jar C:\Users\djxvi\Desktop\mapshit\tool\d6854b45cbc860d93627e4e7f896dwaf404.jpg

but it keeps returning

Parsing arguments and config.txt...
Missing config.txt, exiting...

the config is clearly there...

I tried going to the Imgur album for help but the page doesn't exist
