Investigate if writeToDisk is extending build times

Its possible that devServer writeToDisk option is making builds take longer. In memory files, coupled with the possible change to chunkFilename, can make the builds go quicker. Test this out and if that's the case, don't writeToDisk.

Use fast refresh over react-hot-loader

Fast refresh is the future, react-hot-loader is a pain.

Also, check to see if anything needs to be done specifically for chunks (loaded on demand) files to make fast refresh work for them.

Investigate chunkFilename in dev mode

MiniCssExtractPlugin uses a different chunk file name mechanism in dev and output has no chunkFilename set at all. This is potentially creating a LOT of files in memory during development and hogging resources. During dev, try not to add any hashing to chunks and instead let the chunks get overwritten fully.
