Move RESO Services Code to Common

Currently, for RESO Services, there are some transformations being done from the reference JSON metadata. The functions that are used would also be useful on the Cert API to provide counts and lookup maps where needed so the API doesn't have to call the AWS service in real time.

The goal of this issue is to migrate the functions from the lambda service to Common and consume them from both AWS and the Cert API in this package.

Migrate JSON -> XML Config Utils

The Commander currently uses legacy XML configuration files. In the long run we will migrate to JSON based configs natively, but we have JSON to XML config generators that we're using in the meantime. They're currently in the certification backend repo, but should be in Common instead since other services need them.

Create Package and Add Encryption and Compression Utils

The RESO Certification system has several processes that share code, such as encryption and compression utils, as well as other various constants.

The goal is to create a package that can be included from the other repos, as well as migrate any other utils to this package.

Extract front end constants from Certification site.

Extract the constants used on the RESO Certification site.

Add JSON Testing Config File Validation

The Cert UI, API, and Backend need utils to validate Data Dictionary, Data Dictionary with IDX, Web API Core configs as well as others.

Please add them to this repository along with the work in https://github.com/RESOStandards/reso-certification/issues/1071.
