12.3intel does not read the uci file generated by BASINS4.1

When I run hspf12.3intel using vs+ivf(2013), and the import file is uci file generated by BASINS4.1, the .out file has nothing. I'm sure the test files work, so the code is fine.
Is it the format of the input file that causes the output file to have no data?

Any "how to compile" documention?

Can't figure out the process to compile, even what to compile. Main interest is for HSPF 12.5 to compile on Linux. Earlier versions of HSPF I setup my own cmake environment - because I couldn't get ant to work. I notice there are some makefiles scattered around which all are very old.

[HSPF] Ability to provide multiple SCHEMATIC Blocks for multiple years

If a user wants to simulate the effect of land use change in an HSPF model, it can be accomplished by using SPEC-ACTIONS. It might be easier to perform the land use change if a modeler can provide multiple schematic blocks for different years to simulate the land use change. These schematic blocks can reside in different files. In this case, the usual schematic block will contain a date range and the name of the schematic block file to use.

Something like the following.
