Hey,
I can't currently help you with your issue at the moment but I'm trying to achieve the same thing. But I'm already failing to get the hand tracking to work in VRPreview.

(The hand tracking works fine when I package for Android.)

Could you maybe share your way of getting the hand tracking to work in the VRPreview mode of the UE4 editor with OculusLink?
I'd highly appreciate your input.

Regarding your question, hand tracking work in VRPreview. I used a USB3.1 to Type-C cable, connected Quest and PC, installed the Oculus software on my PC and updated to the latest version, opened Link mode in the Quest, set Pawn in UE4, and used VR preview.
VR preview in the editor using Link mode is very easy to develop.
