Release as Maven Bundle Packaging

Even though the current version is released as eclipse-plugin packaging, it is tightly coupled to the Eclipse target platform. I believe OSGi developers can make use of this library without Eclipse as well. It would be good if this library can be released as a standalone OSGi bundle with bundle packaging in its POM.

Allow to specify a policy for bundles without tests

Curently, if a bundles specified in @TestBundles does not contain a test, nothing hapens.

It shuld be configurable if such a case is ignored (like now), causes a warning, or fails the entire test suite. A possible solution could look like this

@TestBundles( value = { "bundleA", "bundleB" }, emptyTestBundlePolicy = FAIL );

Release to Maven Central

It would be really helpful to other projects to use this library from the maven central.
