Add Automation IO Service

Add service to toggle up to 4 relays using GPIO.

• Single Digital characteristic with 4 IOM
• Read, Write permission - control output state
• No notifications or Aggregate

Separate RTT into separate project

Separate RTT code base to separate Eclipse project that builds static library.

This is mainly to always use release build of RTT and allow linking to multiple projects later on.

Set configuration to:

• Set default buffer size to 8 bytes -> app selects its own buffer size based on needs.
• Set default interrupt priority to mask all interrupts with priority 1 or higher.
