Make it a proper python package

Grabbing IP ranges using a list of ASNs.

To grab all ASNs from 1 file showed here: https://imgur.com/a/RhhCunK
Then for the program to grab all of the IP ranges from the ASNs provided into 1 text file like this: https://imgur.com/a/qXIFhjU
If you can't do it with 1 text file then do it like this: https://imgur.com/a/vY5Qidy

I hope you can do it, it shouldn't take too long as you are a skilled coder :)
