Exponential per-LED memory leak in LedViewModel.Update()

Every frame when dragging an LED, Update() calls UpdateAvailableLedIds(), causing a large lagspike when using a lot of LEDs, and ApplyLogicalLayout() which causes a memory leak.

I was able to work around this with this change, but I'm unsure if this is the correct way to fix this.

Also, with these changes (havent tested without as it lags a ton), dragging an LED seems to only work correctly if it is over another LED or a background image.

Glitchy SVG importing

Importing even a simple SVG sometimes results in weird results like this.

Steps taken:

1. Make new LED
2. Size the rectangle to 6w x 6h, hit apply
3. Switch from rectangle to custom
4. Click Import SVG
5. Select svg file and open
6. Profit

Prompts to install .Net

Whenever I try to run LayoutEditor.UI.exe from your v1.9 zip, it prompts me to install .Net:

Clicking Yes or No has no effect.

However I already have .Net installed (framework: v4.5.x, v4.6.x, v4.7.x, v4.8.x and runtime: v6.0).

I see from the LayoutEditor.UI.dll.config that it's looking for .Net 4.6, though editing it to 4.7 has no effect.

Any ideas?
