Add typeconverter for units library

The Tuple in the Python type name is the wrong length, as it only ever shows the inner type once:

For a correct PEP 484 compliant type hint, it needs to list the inner type as many times as the size of the array, e.g. Tuple[float, float, float] for a wpi::array<double, 3>.

DLL loading problem with wpiutil.dll

Seeing @virtuald 's post, I gave it a try, and running the simulator throws an exception in robotpy-wpiutil when trying to open wpiutil.dll ("The specified module could not be found"); as far as I can tell with Sysinternals Process Monitor, this seems to be due to the missing dependency "VCRUNTIME140_1.dll". Am I missing an MSVC redistributable?

wpi::ArrayRef<const char *> seems to be broken

I believe what's happening is the str -> const char * caster is a temporary, so it gets destroyed, but the const char * is pointing at the temporary std::string.

Incidentally, this would apply to all of the STL list converters that pybind11 provides also.

Do type_casters for *Ref need to use loader_life_support::add_patient?

Would be cleaner.
