Provide access to Biblioteca jurídica

Connect to https://www.boe.es/biblioteca_juridica/index.php?tipo=C&modo=2 and retrieve all the data in a table so that uses will be able to download/check which codes are up to date.

On some publications there's the eli code, not sure if not it is extracted through the metadata-eli

Make it robust to not having internet connection

Make sure that it can work without internet connection. (A first step to prepare for a CRAN release)

Hour of publication

Some people is interested on the hour of publication of the BOE.
I think I didn't extract this from the summaries or the xml files. It could be easily done

Boe notifications and judiciary edicts

Boe has also daily notificaciones, and edictos judiciales that would be nice if they were accessible through the package too.
Aparently only the pdfand html version is provided.
