Incorrectly responding to the ?hello cmd when invoked by invalid user

Issue Description

There seems to be a bug in the allow list filtering for who can invoke the ?hello command. It was recently attempted by a malicious and invalid user and the Jhongbot incorrectly responded with the following:

BOT Jhongbot: Hello @bad.user!

Expected Behaviour

I would assume that a more appropriate response should be returned when invoked by a non-allowed user, for example:

BOT Jhongbot: Eat a dick, @bad.user B=====D

Discontinued support of dependency discord.py

As described in this post, development and support of the discord.py library will cease.

As a core contributor to this bot, I propose we migrate the codebase to node.js as the required implementations for the future discord changes have already been made to discord.js. (and js > python anyway).

I'm happy to hear other suggestions for language to migrate to, or any alternative python libraries, but I doubt there'd be instant backwards compatibility with discord.py so changes would be needed anyway.
