A python wrapper for the functions in vlfeat. Its not a wrapper on the Vlfeat C API but rather a wrapper on the functions listed in the Vlfeat C API

[BUG] Add default parameter for bounds argument of dsift

Describe the bug
dsift_desc requires 6 parameters namely img, bounds, step, size, fast, norm. Theres a need for all parameters except img to have default arguments

the default argument for bounds is [0, 0, img-width, img-height]

[BUG] Windows compatibility

Throws error in windows

To Reproduce
try installing in windows

Expected behavior
should install properly

Because of vlfeat finding its releases in glnxa64 instead of win64
