Related: ExtractInterfaceRefactoringAction also places annotations (including Folder) after Option Explicit. And, the solution there looks fairly straightforward as well.

In function ExtractInterfaceRefactoringAction.InterfaceModuleBody the return statement:

return $"{optionExplicit}{Environment.NewLine}{folderAnnotationText}{exposedAnnotationText}{interfaceAnnotationText}{Environment.NewLine}{interfaceMembers}"; would need to be adjusted as well.

Should be as simple as swapping the positions of Option Explicit and the @Folder annotation in the module template string here:

$@"{{0}}Option Explicit
Option Private Module
'@TestModule
'@Folder(""{DefaultTestFolder}"")

The initial placeholder just before Option Explicit in the template is used for inserting an Option Compare Database instruction when hosted in Access, so we will probably want to have the @Folder annotation before it too.
