Use giza instead of pgplot

Hi,

the "giza" library is a modern, free graphics library and contains a drop-in with the same API as pgplot. Giza is also packaged for Debian and Ubuntu, works without problems and has very responsive developers. It may be worth to consider building ppgplot on top of that instead of pgplot itself, so that the non-free dependency may be dropped. It should just work by using giza-dev as build dependency and ${shlibs:Depends} as package dependency instead of pgplot5

And, would you consider to prepare the package for Debian? At least if it is made compatible to Python 3 (I opened npat-efault/ppgplot#1 for that), it would be worth to be included in Debian Astro.
