Upgrade to v0.20.147

A warning message appears at the bottom of web UI:

Your version of Jackett v0.12.999.0 is very old. Multiple indexers are likely to fail when using an old version. Update to the latest version of Jackett.

webui doesnt load

Expected behaviour

webui loads

Actual behaviour

ERR_CONNECTION_REFUSED for both http or https on either port 9117 or 8889

Steps to reproduce

i load the url of the raspberry device http://192.168.86.34:9117 - tried with 8889 as i noted that in the log
and also tried with https

raspberry pi 3 running with on an ssd boot - RUNNING NGINX but this does not cause any issue with other web urls on the device
