Switch for IPMI/SNMP/general addresses.

Switch for IPMI, SNMP and general target adresses, so that it can be used for other Prometheus purposes than just the IPMI exporter.

Switch between configmap and normal file

We should have a flag to choose between a configmap and a filepath as output for the json.
The filepath must be declared by flag as well.

verbose readme

extend the readme with scope of exporter, use case and how to use it, so people searching get a clearer impression of what it can be used for and how to use it.

ignore nodes with state==enroll

Nodes which are in state "enroll" should be ignored since:

Nodes in this state are not available for deployment, nor for most of other actions. Ironic does not touch such nodes in any way.

Self-documenting binary, flags and ENV VARS

In accordance with good SRE praxis the binary should be self documenting.
When called without the necessary flags/ENV VARS it should return a help text with all optional and mandatory flags.
Wherever possible its flags should have defaults that make it just work.
