Automate/offload test runner

Would like to be able to offload testing so that we can make incremental updates and re-run the tests. I don't have any great ideas right off the bat. It's such a long-running process. Perhaps something like a Digital Ocean droplet.

This doesn't mean we need a scale, but should know which way is up — i.e. where is zero and what are we measuring?

Use the latest Jekyll

We are also conducting tests with next Kramdown and Nokogiri versions responsible for most of the rendering and build time, also Ruby 3.0-pre is around the corner, but we don’t expect any significicant (< 20%) improvement from those.
