Update README with additional data

Need to add the folllowing:

• HowTo contribute to the project
• How to execute the JAR file
• Include updates from issue #1

Image files are transferred to service but not consumed properly

Currently, JPEG files are transferred to pdxreporter.org, however, in the report confirmation email, the image file appears to not have been processed properly. There is an issue with the way that pdxautoreporter is consuming and sending the image files to the server.

Add and configure Maven package plugin for JAR releases.

As an engineer and user, I would a CI/CD configuration that includes the Maven Package plugin so that JARs are produced for release to the general public.

Implement local db to keep track of submissions

As an engineer, I would like a way to track submissions from both the local and remote end as a way to prevent spamming reports unnecessarily to pdxreporter - eg reporting campsites more than once a week, reporting abandoned cars more than once a day, etc. This will prevent accidental or intentional abuse of the service using the project.

Update README to include report building instructions

As a user, I would like to have howto documentation on how reports yaml file needs to be constructed.
